Establishes joint annual reporting requirement between Arizona Early Childhood Development and Health Board and Department of Child Safety on child welfare collaboration efforts, due February 1 each year.

Modifies child support enforcement fees under Title IV-D services from $25 to $550 threshold and adjusts fee amounts to comply with federal law (42 U.S.C. § 654(6)(B)(ii)).

Removes statutory provision requiring annual legislative adjustment of appropriations for developmental disability services based on consumer price index changes.

Expands housing trust fund to allow spending on facilities and housing assistance for persons with serious mental illness who are chronically resistant to treatment, and requires reporting to legislature on beneficiaries.

Adds new authority for Department of Economic Security to reduce maximum income eligibility levels for child care assistance to manage within available appropriations, with 15-day notification requirement to legislative budget committee.

Requires drug screening and testing of adult TANF cash benefits applicants with reasonable cause to believe they use controlled substances; positive test results cause one-year benefit ineligibility unless drugs were lawfully prescribed.
