Amends anti-racketeering revolving fund statute to limit attorney general's office to 16 full-time equivalent positions funded from the fund and requires biannual performance and financial audits by the auditor general.

Adds temporary jury duty exemption through January 1, 2022 for correctional officers employed by the state department of corrections.

Eliminates the highway safety fee for vehicle registration beginning June 30, 2021, eliminating a dedicated revenue source for the Arizona highway patrol fund.

Restricts the committed youth confinement cost sharing fee to counties with populations exceeding 500,000 persons and suspends the fee assessment for all counties during fiscal year 2019-2020.

Increases the consumer remediation subaccount continuously appropriated amount from $3.5 million to $4 million annually and authorizes various fiscal year 2019-2020 budget adjustments for public safety agencies and funds.
