Amends Arizona law governing legislative per diem and subsistence allowances for members of the legislature during regular and special sessions.

Changes legislative subsistence payments from fixed dollar amounts ($35 per day, with geographic adjustments) to a percentage-based system tied to the annual average federal per diem rate for Maricopa County as determined by the U.S. General Services Administration.

Members whose permanent residence is within Maricopa County receive 50% of the federal per diem rate; members outside Maricopa County receive 100% of the federal per diem rate.

After the first 120 days of a regular session, subsistence payments are reduced to 50% of the determined amount rather than the previous $10 fixed rate.

Delegates authority to the Department of Administration director to annually determine the specific subsistence allowance amounts based on federal per diem rates, rather than using fixed statutory amounts.
