Urges the United States Congress to enact the Fund and Complete the Border Wall Act or similar legislation to secure the U.S.-Mexico border.

References H.R. 6657 introduced by Arizona Congressman Andy Biggs in the 115th Congress, which would direct the Department of Homeland Security to construct a barrier along the U.S.-Mexico international border and purchase additional vehicles and equipment for the U.S. Border Patrol.

States that as a border state, Arizona bears disproportionate financial burdens from unauthorized migration, including costs to the criminal justice system, medical and health care, public schools, and social services agencies.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and each Member of Congress from Arizona.
