Requests Congress provide full, timely, and sustainable long-term funding for PILT to create financial stability for Arizona counties and public school systems.

Highlights that national average PILT payment was only $0.91 per acre in fiscal year 2018, far below potential tax revenue from those lands.

Directs Arizona's Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona Members of Congress.
