Enacts a concurrent resolution submitting a measure to Arizona voters at the next general election regarding the conduct of elections.

Creates a new statute (A.R.S. § 16-410.01) establishing a "Voters' Bill of Rights" with six enumerated voter rights if approved by voters.

Guarantees voters the right to register without unnecessary barriers, participate in fair elections without partisan gerrymandering, vote by mail or in person with vote counting assurances, and have equal ballot access regardless of location, language, or physical ability.

Grants voters the right to propose and enact laws through ballot measures when elected officials fail to act, and ensures elected officials work for voters rather than donors or lobbyists.

Requires the Secretary of State to place the proposition on the ballot at the next general election for voter approval.
