Repeals Arizona Revised Statutes sections 15-752, 15-753, 15-754, and 15-755 relating to English language education programs.

Requires public schools to identify primary/home language for new pupils and assess English language proficiency of non-English speakers through assessments prescribed by the superintendent of public instruction.

Mandates that all English language learners receive high-quality education, master English language, and access research-based language programs, with parents having legal standing to sue for enforcement and recover attorney fees and damages.

Requires the state board of education to develop and adopt research-based and evidence-based structured English immersion models for school districts and charter schools, with annual review and modification based on monitoring data.

Allows school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers and permits schools to establish effective English language acquisition programs with community and stakeholder input.
