AZ SCR1022

Legalizes possession and personal use of cannabis for adults 21 years of age and older, including up to one ounce of cannabis and cultivation of up to six plants (three mature flowering plants maximum) on private property not visible from public view.

Establishes a regulated cannabis market with four types of licensed establishments (cultivation facilities, product manufacturing facilities, testing facilities, and retail stores) requiring registration through the Department of Liquor Licenses and Control.

Imposes a $50 per ounce excise tax on cannabis sold or transferred by cultivation facilities to retailers or manufacturers, with revenue distributed as: 40% to state general fund, 40% to education grants administered by superintendent of public instruction, and 20% to drug treatment and rehabilitation grants administered by health department director.

Prohibits cannabis consumption in public and use by persons under 21 years of age; allows employers to restrict workplace cannabis use and preserves local government authority to prohibit or regulate cannabis establishments through ordinances.

Maintains existing medical marijuana protections under Arizona law and repeals the regulations on December 31, 2025, unless extended by the legislature.
