AZ SCR1025

Establishes automatic voter registration beginning January 1, 2020, for applicants obtaining or renewing a driver license, nonoperating identification license, or changing their address with the Department of Transportation.

Requires the Department of Transportation to provide applicants with an application form at the conclusion of their transaction allowing them to choose a political party, select a language preference, or decline voter registration.

Mandates that completed registration applications be electronically transmitted to the Secretary of State within one calendar day, with registration becoming effective unless a declination is received within 21 days.

Authorizes state public assistance and disability agencies to implement automatic voter registration processes for eligible persons, with mandatory notice of eligibility requirements and the option to decline.

Protects persons who unknowingly register while ineligible from criminal liability for fraudulent registration, and exempts ineligible persons from penalties unless they willfully and knowingly register knowing they are ineligible.
