Amends Arizona Revised Statutes Section 15-321 regarding school governing board organization and procedures.

Permits an approved designee of the governing board to sign expense orders on a county school superintendent, in addition to the board itself.

Requires that any order signed between board meetings be ratified by the board at the next regular or special meeting.

Makes clarifying language changes to the statute, including replacing "organization of" with "organizing" and "prior to" with "before."
