AZ HB2013

Authorizes teachers to promote pupils who do not meet prescribed grade-level criteria if the pupil is an English learner with fewer than two years of English language instruction, has a diagnosed reading impairment including dyslexia, or qualifies for a special exception prescribed by the governing board, with parent or guardian agreement.

Requires governing boards to prescribe criteria for student promotion and retention based on academic standards in reading, writing, mathematics, science and social studies, with teachers having authority to make promotion and retention decisions subject to board review.

Allows teachers to pass high school students who do not meet course competency requirements under the same conditions as grade promotion exceptions, including for English learners, students with disabilities, and those with diagnosed reading impairments when appropriate.

Applies the same exceptions for student advancement to high school equivalency diploma requirements and Arizona online instruction course credit policies.

Modifies section 15-341 to require teachers to retain pupils in grade who do not meet prescribed criteria, unless the pupil qualifies for an exemption or special exception approved by the governing board.
