Amends Arizona law to require school districts to annually (or upon request) review reasons for pupil expulsion and consider readmission, replacing previous language that made review discretionary.

Adds new requirement that school governing boards develop procedures allowing teachers to refuse to readmit pupils who were removed from their classroom.

Clarifies that placement review committees must determine pupil placement within three business days after removal from class, and principal cannot return pupil to original classroom without teacher consent unless the committee determines it is the best or only practicable alternative.

Makes technical corrections to statutory language regarding discipline procedures, including clarifications on appeal procedures and confinement policies for pupils left alone in enclosed spaces.
