Requires school districts and charter schools to acquire and display United States flags (minimum 2 feet by 3 feet, manufactured in the US) in each classroom and on or near school buildings during school hours.

Mandates that grades 7-12 acquire legible copies of the U.S. Constitution and Bill of Rights (manufactured in the US) and display them adjacent to classroom flags.

Requires kindergarten through grade 12 to set aside specific daily time for pupils to recite the Pledge of Allegiance, with exemption available at parental request.

Establishes a new daily requirement for kindergarten through grade 12 to set aside at least one minute for quiet reflection and moral reasoning, with exemption available at parental request.

Exempts private schools, parochial schools, and homeschools from all requirements.
