Amends Arizona Revised Statutes Section 15-903 to establish budget format requirements for all school districts in conjunction with the superintendent of public instruction and auditor general.

Requires budget format to include distinct sections for maintenance and operation, debt service, special projects, capital outlay, and classroom site fund, with detailed subsections for regular education, special education, and pupil transportation programs.

Mandates the capital outlay section include subsections for acquisitions of land, buildings, equipment, vehicles, textbooks, library books, and bond payments.

Requires prominent display in school district budgets and on website home pages of: average teacher salaries for current and previous years, dollar and percentage salary increases, and average regular class sizes for the previous year (excluding certain special education and alternative curriculum classes).

Requires the Department of Education to submit an annual electronic report to the Joint Legislative Budget Committee and Governor's Office of Strategic Planning and Budgeting by November 30 compiling statewide school district salary and class size information from all districts' budgets.
