Amends Arizona Revised Statutes section 28-4802 to establish fixed abandoned vehicle fees of $50 for vehicles abandoned on private property, public land, or street/highway rights-of-way within city or town boundaries.

Sets a higher fixed fee of $200 for vehicles abandoned outside city or town boundaries on national forest, state park, bureau of land management, or state trust land.

Requires the Department of Motor Vehicles to collect these fees as additional registration or driver license fees when the vehicle owner subsequently registers another vehicle or renews their driver license in Arizona.

Directs 90 percent of $50 fees and 60 percent of $200 fees to be deposited in the state highway fund, with remaining amounts going to the abandoned vehicle administration fund.

Authorizes the Department of Motor Vehicles to waive fees if the owner provides proof the vehicle was transferred before abandonment, and allows a processing fee of up to $10 for abandoned vehicle reports.
