Amends Arizona Revised Statutes Section 9-101.01 to modify requirements for incorporation within urbanized areas adjacent to cities and towns.

Removes a sunset provision that had expired on December 31, 2020, making permanent the restrictions on urbanized area declarations around cities/towns with 5,000+ population.

Eliminates provisions that previously allowed reduced urbanized area boundaries (from 6 miles down to 0 miles over six years) when cities failed to approve annexation petitions within 120 days.

Maintains existing requirements that territory within urbanized areas cannot be incorporated as a city or town without either approval from the adjacent city/town or proof that an annexation petition was rejected after 120 days.

Preserves exceptions allowing incorporation of areas with 15,000+ population in specific counties, or when proposed area population exceeds the adjacent city/town's population.
