Reduces the first-instance sanction for noncompliance with work activities, child support, school enrollment, or immunization requirements from 50% to 25% reduction in cash assistance for one month.

Adds a second-tier sanction of 50% cash assistance reduction for one month when a second noncompliance occurs in a different month than the first violation.

Maintains the third-tier sanction that terminates cash assistance for at least one month or until household compliance is achieved for subsequent violations.

Modifies subsection G of section 46-294 to require full compliance with work program requirements "during the additional twelve months" of cash assistance eligibility, changing the language from "remains in full compliance."

Applies to Arizona's Temporary Assistance for Needy Families (TANF) program sanctions structure for recipients receiving cash assistance benefits.
