HB 2054 Summary

• Amends Arizona Revised Statutes section 41-1033 to add new grounds for petitioning the Arizona Regulatory Review Council (GRRC) to review agency practices and rules.

• Allows persons to petition the council to review existing agency practices, substantive policy statements, or final rules of agencies under title 16, chapter 6 if they believe the practice or rule does not meet statutory requirements, exceeds the agency's authority, or violates state or federal constitutions.

• Requires the council to review agency practices, policy statements, final rules or licensing requirements that apply to professions where the average wage does not exceed 200% of federal poverty guidelines for a family of four.

• Maintains that agency practices, statements and rules remain in effect while under council review; council may modify, revise or void them if found deficient.

• Requires agencies and the secretary of state to post notice on their websites informing individuals of their right to petition the council for review.
