• Prohibits installation or use of defeat devices that interfere with or disable safety features designed to ensure driver alertness in vehicles with level 2-5 driving automation as defined by SAE J3016 standard.

• Exempts entities testing or operating automated vehicles under executive orders or authorized programs, and vehicle manufacturers, service centers, dealers, and technology developers making manufacturer-approved modifications.

• Defines "defeat device" to include altering the vehicle's computer program beyond manufacturer options, mechanically interfering with the vehicle beyond manufacturer recommendations, or placing physical objects on the steering wheel to disable safety features.

• Applies to motor vehicles equipped with automated driving systems capable of performing the entire dynamic driving task on a sustained basis.
