Increases the lifetime cash assistance limit for Temporary Assistance for Needy Families (TANF) from 12 months to 60 months for heads of household, ineligible parents, and adult nonparent relative heads of household.

Allows families to receive an additional 12 months of assistance beyond the 60-month limit if the head of household remains in full compliance with work activity requirements and dependent children maintain at least 90 percent school attendance.

Modifies sanction penalties for noncompliance by reducing the first offense penalty from 50 percent to 25 percent of the household's cash assistance grant for one month.

Adds a new second-tier sanction of 50 percent reduction for a second instance of noncompliance, with termination of benefits for subsequent violations.

Makes amendments retroactively applicable to June 30, 2020.
