Amends Arizona Revised Statutes Section 15-746 to modify requirements for public school annual report cards, removing requirements for reporting law enforcement incidents and school council composition information.

Requires public schools to distribute an educational options directory alongside report cards to parents by the last day of each school year, containing information about open enrollment, online instruction, charter schools, homeschooling, private schools, tuition scholarships, empowerment scholarship accounts, and college savings programs.

Expands school report card requirements beginning in fiscal year 2020-2021 to include detailed school-level financial data including revenues by weighted student count, federal/state/local revenue allocation, classroom site funds, teacher pay and benefits, and comparative funding information with other schools in the district.

Establishes enforcement mechanism allowing the superintendent of public instruction to withhold one percent of monthly state funding from school districts or charter schools that fail to comply with report card requirements until compliance is achieved.
