• Exempts nonprofit corporations and property owners from obtaining building permits for international boundary wall construction if the land owner provides written consent and construction is on or adjacent to the international boundary line.

• Requires property owners to submit an affidavit of completion signed and sealed by a registered professional engineer within two months of finishing the international boundary wall, certifying compliance with plans and safety requirements.

• Applies the international boundary wall permit exemption to both cities/towns (amending section 9-467) and counties (amending section 11-321).

• Establishes a presumption that the state will grant permission for international boundary wall construction on state-owned land.
