Requires school district governing boards and charter school governing bodies to adopt policies establishing threat assessment teams to assess individuals whose behavior may pose threats to school safety and intervene when necessary.

Mandates threat assessment teams notify parents or guardians if a student is determined to need mental health services and recommend potential service options; requires similar recommendations for adults assessed by teams.

Establishes that threat assessment teams must include persons with expertise in counseling, instruction, school administration, and law enforcement, and may operate across multiple schools as determined by district or charter school leadership.

Requires threat assessment teams to immediately report to the superintendent or charter school administrator when an individual is preliminarily determined to pose a threat of violence or physical harm, and attempt immediate notification to parents if the individual is a student.

Authorizes law enforcement officers on threat assessment teams to access criminal history records and case information for individuals assessed as posing threats, and requires teams to report twice yearly to the superintendent of public instruction and Arizona counter terrorism information center.
