Expands the Arizona Teachers Academy to include school social workers and school counselors, renaming it the Arizona Teachers, School Social Workers and School Counselors Academy.

Requires eligible postsecondary institutions to provide annual scholarships up to $10,000 for graduate students, $5,000 for undergraduate students, and $3,000 for community college students for tuition and fees, plus $2,500 one-time support for national board certification.

Students receiving scholarships must commit to work in Arizona public schools for one full school year per academic year of scholarship received, with repayment obligations if service requirements are not fulfilled.

Mandates inclusion of all graduate school counseling programs meeting eligibility criteria and all undergraduate and graduate social work programs in the academy.

Requires the Arizona Board of Regents to submit annual reports by September 1 documenting enrollment, graduation rates, scholarship recipients, teaching commitments fulfilled, and fund management to state leadership.
