Adds new subsection J allowing the department to waive work requirements for parents enrolled full-time in accredited educational programs (high school diploma, vocational/technical certification, associate or bachelor's degree) that are reasonably related to employment goals, provided the person demonstrates satisfactory progress.

Removes language striking the word "supplemental" from subsection I regarding child care assistance for department-approved education and training activities while maintaining the requirement that eligible parents work at least a monthly average of twenty hours per week.

Renumbers all subsequent subsections (from J through P) to K through Q to accommodate the new full-time education waiver provision.

Maintains existing child care assistance eligibility categories for families transitioning from cash assistance, diverted families, low-income families, foster children, and families in special circumstances (domestic violence, homelessness, medical conditions, drug treatment, court-ordered restitution).

Preserves existing requirements including income thresholds (up to 165% of federal poverty level), waiting list prioritization, copayment requirements, case review procedures, and reporting obligations to the legislative budget committee.
