Increases the threshold for minor boundary adjustments between adjacent school districts from one and one-half percent to ten percent of student count that may be transferred.

Eliminates the requirement that a majority of electors within the territory to be annexed present a petition; instead allows governing boards to unite in a petition to the county school superintendent for minor boundary adjustments.

Removes the previous limit of one minor boundary adjustment per school district, allowing multiple adjustments going forward.

Simplifies the process by eliminating the need for elector petitions and opposition periods; changes become effective upon county school superintendent notification if no opposing petition is filed within fifteen days.

Maintains existing safeguards including prohibitions on transferring school buildings or equipment and requirements that no governing board member from the diminished district resides in the transferred territory.
