Amends Arizona law to award one full Carnegie unit for each three semester hours of credit earned in community college or university courses that count toward high school graduation requirements, changing from the previous one-half unit standard.

Removes class status restrictions requiring dual enrollment students to be high school freshmen, sophomores, juniors, or seniors, while allowing community colleges to waive previous restrictions for up to 25% of students meeting course prerequisites.

Explicitly permits homeschooled students to fully participate in dual enrollment programs and receive college credit under the same terms as traditional high school students.

Requires the chief executive officer of each community college to establish advisory committees of full-time faculty to oversee course selection, implementation, and quality standards in high school dual enrollment courses, with specified meeting requirements.
