Amends Arizona Revised Statutes section 11-495 to add fees for insufficient funds and returned checks as revenue sources for county taxpayers' information funds.

Changes the judgment deed fee contribution from "fifteen dollars" to "$15" (clarifying the same amount in different format).

County treasurers continue to administer funds that may be used for upgrading automated public information systems, training employees, and maintaining related equipment and software.

In counties with populations exceeding 2 million persons, allows fund monies to be used for notifying property owners about tax and ownership status of parcels before deed sales, including adjacent properties.

Permits fund revenues to accumulate if projected revenues are insufficient, allowing monies to build until adequate levels are reached.
