HB2121 Summary

• Requires individuals and organizations submitting arguments for school district budget override elections to provide sworn statements and identify themselves by residence address and telephone number (which may not appear in the informational pamphlet, except for city/town and state of residence).

• Establishes that arguments for school bond elections must include sworn statements from individuals, two executive officers for organizations, or the chairperson/treasurer for political committees, with the same identification requirements as budget override arguments.

• Makes noncompliant arguments ineligible for inclusion in election informational pamphlets, and clarifies that the names of persons and entities submitting arguments must appear in the pamphlet.

• Applies similar identification and sworn statement requirements to state ballot measure arguments submitted to the secretary of state under Arizona's initiative and referendum procedures.

• Updates statutory language in sections 15-481, 19-124, and 35-454 to require notarized statements for individual argument submissions and clarify procedures for organization and political committee submissions.
