Amends Arizona Revised Statutes section 45-103 regarding the Department of Water Resources' authority and responsibilities.

Transfers the Arizona Water Commission and State Water Engineer's powers relating to surface water, groundwater, and dams and reservoirs to the Department of Water Resources through its director.

Grants the director general control and supervision of surface water, its appropriation and distribution, and groundwater as provided by law.

Excludes from the director's authority the distribution of water reserved to special officers appointed by courts under existing judgments or decrees.
