Requires the Department of Education and Arizona Board of Regents to jointly designate one week in fall and one week in spring each year during which all school districts and universities must recess.

School districts' governing boards must declare fall and spring recesses on dates prescribed by the Department of Education and Arizona Board of Regents, except for schools operating on a year-round basis.

Arizona Board of Regents must declare fall and spring recesses on dates prescribed jointly with the Department of Education.

Schools operating on a year-round basis are exempt from the coordinated recess requirements.
