Appropriates $2,750,000 in fiscal year 2017-2018 to the Arizona Criminal Justice Commission from three land and inmate store proceeds funds for pretrial intervention programs.

Requires the commission to distribute funds proportionately to county attorney offices in counties with populations under 3 million to research, study, design, implement and administer misdemeanor and felony pretrial intervention programs.

Authorizes use of funds for pretrial intervention programs including substance abuse treatment, medically assisted treatment with drug testing, cognitive behavioral therapy, and case management services for nondangerous offenders and repeat offenders with co-occurring disorders.

Allows funding for prearrest intervention programs that result in diversion from prosecution and comply with program requirements.

Exempts the appropriation from lapsing provisions, allowing unspent funds to carry forward rather than revert to the general fund.
