Amends Arizona Revised Statutes Section 25-103 to establish state public policy regarding children's best interests in family law matters.

Declares that absent clear and convincing evidence to the contrary, it is in a child's best interest to have substantial, frequent, meaningful and continuing parenting time with both parents.

Establishes that it is in a child's best interest to have both parents participate in decision-making about the child.

Requires courts to apply family law provisions in a manner consistent with these established policies regarding children's best interests and parental involvement.
