Amends Arizona Revised Statutes section 45-604 regarding water measuring devices for groundwater withdrawal from nonexempt wells.

Exempts persons holding type 2 non-irrigation grandfathered rights or groundwater withdrawal permits of 10 or fewer acre-feet per year from metering requirements, unless they hold multiple rights/permits exceeding 10 acre-feet in aggregate and withdraw over 10 acre-feet annually from a single well.

In irrigation non-expansion areas, exempts persons withdrawing 10 or fewer acre-feet annually for non-irrigation uses and those using groundwater for irrigation on 10 or fewer contiguous acres (not part of integrated farming operations) from metering requirements.

In active management areas, exempts persons other than irrigation districts who withdraw groundwater under irrigation grandfathered rights appurtenant to 10 or fewer irrigation acres from metering requirements, unless water is also used under service area rights or other grandfathered rights.

Directs the director to adopt rules establishing requirements and specifications for approved water measuring devices.
