Allows members of the Arizona legislature to elect to opt out of receiving subsistence payments prescribed in the bill.

Restructures per diem payments for members whose permanent residence is within Maricopa County at $35 per day and members outside Maricopa County at 100% of the annual average federal per diem rate for Maricopa County as determined by the U.S. General Services Administration.

Modifies subsistence allowances after the first 120 days of a regular session to $10 per day for members within Maricopa County and 50% of the federally-determined per diem rate for members outside Maricopa County.

Adds $25 additional subsistence for members whose permanent residence is within Maricopa County who act on legislative matters in other Arizona counties with presiding officer approval.

Exempts legislators from maximum long-term subsistence allowance limits that apply to other state employees, with legislative allowances established under section 41-1104.
