Amends Arizona Revised Statutes section 28-7046 regarding procedures for establishing, opening, relocating, altering, vacating or abandoning state highways.

Changes language in subsection A from "it" to "the board" for clarity when referring to the board's authority to enter a resolution approving proposed highway actions.

Changes the preposition in subsection A from "on" to "in" when referring to entering a resolution "in its minutes."

Maintains the board's authority to approve highway actions and authorize the director to acquire necessary property through condemnation or other means.

Preserves the superior court's authority to review board actions regarding state highways through certiorari proceedings.
