Amends Arizona Revised Statutes Section 32-4302 to expand occupational and professional licensure to residents establishing residency in Arizona, in addition to military spouses with active duty members stationed in the state.

Adds new requirements for licensure including continuous practice for at least 6 months in another state before applying and compliance with the prior state's continuing education requirements.

Allows regulating entities to enter into reciprocity agreements with other states for military spouses, but only if applicants meet standards substantially equivalent to or greater than Arizona's standards.

Permits regulating entities to require applicants to take and pass a state-specific laws examination, except as otherwise provided in the statute.

Changes the chapter heading of Title 32, Chapter 43 from "Licensure, Certification and Registration of Military Members" to "Board Licensure, Certification and Registration."
