HB 2182 Summary

• Establishes youth entrepreneurship pilot program administered by Arizona Commerce Authority to serve persons ages 16-23 with entrepreneurial education, mentoring, and business skills training.

• Program shall provide community-based entrepreneurship education, mentoring from small business owners, economic knowledge development, and opportunities for disconnected youths (those not employed or in school) to participate in economic activities.

• Arizona Commerce Authority must include program component serving youths in counties with population under 750,000 persons and submit annual reports by October 1 to governor, legislature, and secretary of state.

• Appropriates $5,000,000 from state general fund for fiscal year 2020-2021, with $50,000 allocated for competitive seed capital grants to program graduates in counties under 750,000 population and $50,000 for graduates in counties with 750,000+ population for start-up business costs.

• Program sunsets and section repeals June 30, 2026; appropriation is exempt from lapsing provisions.
