Amends Arizona Revised Statutes section 15-1655 to expand the Arizona Teachers Academy with enhanced recruitment targeting tribal students and students from economically disadvantaged and historically underserved communities.

Establishes scholarship amounts for full-time academy students: $10,000 annually for up to 2 years (graduate), $5,000 annually for up to 4 years (undergraduate), $3,000 annually for up to 2 years (community college), and $2,500 one-time for national board certification seekers.

Requires scholarship recipients to teach one full school year in an Arizona public school for each year of scholarship received; students who fail to teach must repay proportional scholarship amounts.

Allows remaining scholarship funds to support academy costs and limits marketing and administrative expenses to 3 percent of annual fund expenditures.

Appropriates $15,000,000 from the state general fund for fiscal year 2020-2021 to the Arizona Teachers Academy Fund.
