Requires psychologists and behavior analysts to apply for fingerprint clearance cards beginning January 1, 2021 as part of initial licensure, temporary licensure, and license renewal applications.

Adds the state board of psychologist examiners to the list of agencies requiring fingerprint clearance cards under Arizona's fingerprinting statutes (sections 41-619.51 and 41-1758).

Modifies behavior analyst education standards to require a minimum of 1,500 hours of supervised work experience and specifies that supervisors must be licensed in the state where services are provided if the state licenses behavior analysts.

Suspends two graduate education requirements for psychologist licensure applicants from March 1, 2020 through September 1, 2022: two full-time academic years of graduate study and completion of a residency at the degree-granting institution.

Makes various technical corrections to psychology licensing statutes including clarifications on temporary licenses, inactive status, license renewal procedures, and inactive status reinstatement requirements.
