Amends Arizona Revised Statutes Section 45-604 regarding water measuring devices for groundwater withdrawal from wells.

Adds new subsection E allowing the director to require water measuring devices for wells outside active management areas with pumps exceeding 35 gallons per minute capacity if necessary for water management purposes.

Requires annual reporting of groundwater delivered during the calendar year and other director-specified information when a measuring device is mandated under the new provision.

Provides 60 days' notice before implementing measuring device requirements and allows the director to extend compliance timelines for good cause.

Authorizes enforcement through cease and desist orders at administrative hearings without civil penalties; allows prevailing party to recover attorney fees and costs in enforcement actions.
