Amends Arizona Revised Statutes section 12-109 to clarify the supreme court's authority to regulate pleading, practice, and procedure in all state courts.

Authorizes the supreme court to adopt rules governing signatures on court documents, including electronic signatures and documents requiring sworn declarations, verifications, certificates, statements, oaths, or affidavits.

Maintains the existing requirement that rules must not abridge, enlarge, or modify substantive rights of litigants.

Keeps the 60-day notice requirement before rules become effective and the requirement to distribute rules to state bar members and other applicants.
