Amends Arizona Revised Statutes Section 11-361 to modify the definition of "program" for deferred prosecution purposes.

Establishes new restrictions on which defendants county attorneys may divert or defer prosecution for prior to guilty plea or trial.

Prohibits diversion or deferral for persons with prior convictions for serious offenses, offenses under title 13 chapter 14, dangerous offenses, or dangerous crimes against children.

Prohibits diversion or deferral for persons with three or more prior convictions for personal possession of controlled substances or drug paraphernalia.
