HB2238 Summary

• Requires each Arizona university under the Board of Regents to establish, fund, and staff an office of public policy events to organize debates, forums, and lectures addressing diverse public policy perspectives.

• Office must invite speakers with widely diverse and opposing viewpoints from within and outside the university, and may provide honoraria and travel expenses for external speakers.

• Office must maintain a publicly accessible, searchable calendar of all public policy events and transmit annual printed and electronic copies to the governor, legislature, and secretary of state by September 1.

• Office must post complete video records of all organized events online within 10 in-session working days, maintain videos for at least 5 years, and permanently preserve them for public access.

• Events must be open to all students, faculty, staff, and the general public unless restricting attendance is necessary for a compelling governmental interest.
