Amends Arizona Revised Statutes title 13, chapter 38, article 7 by adding section 13-3904 regarding arrest warrants.

Requires a magistrate to issue an arrest warrant after reviewing a sworn or affirmed affidavit containing facts establishing probable cause that a specific offense was committed and that a particular person committed it.

Mandates arrest warrants be in a form substantially similar to a form adopted by the Arizona Supreme Court.

Defines "arrest warrant" as a written order issued in the name of the state of Arizona, signed by a magistrate, directed to a peace officer, commanding arrest of the named person and bringing them before a magistrate as prescribed by Arizona rules of criminal procedure.
