Appropriates $28,000,000 from the state general fund in fiscal year 2020-2021 to the department of transportation to replace and expand the Gila River bridge on Interstate 10.

Funds may not be spent until the transportation board adopts a five-year transportation facilities construction program that includes the Gila River bridge replacement project.

If the transportation board does not adopt a program with sufficient funding for the project by June 30, 2021, the entire $28,000,000 appropriation reverts to the state general fund.

The appropriation does not lapse until the project is completed or abandoned, or a full fiscal year passes without expenditure or encumbrance, except as limited by the June 30, 2021 reversion deadline.

The appropriation is exempt from review by the joint committee on capital review.
