Amends Arizona Revised Statutes Section 3-518 to allow producers and shippers to transport melons and vegetables in field bins or bulk up to 25 miles beyond Arizona's border into adjoining states.

Requires that melons and vegetables be grown in Arizona and that adequate facilities exist in the destination state to handle and pack them according to state standards.

Prohibits trimming or vacuum-cooling of melons and vegetables in Arizona before packing when using this exemption.

Requires producers and shippers to obtain a permit from the associate director authorizing the interstate transport, with permits valid for up to 180 days and renewable for successive 180-day periods.

Requires the associate director to verify that destination state officials confirm the melons and vegetables will be handled and packed in compliance with permit requirements and state standards.
