Amends Arizona Revised Statutes Section 15-902.03 regarding procedures for determining average daily membership for school funding purposes.

For fiscal years 2020-2021 through 2024-2025, school districts with 500 or fewer students that experience enrollment declines of at least 5 percent may use the previous year's average daily membership for current and next fiscal year funding calculations.

Allows small, declining-enrollment districts to maintain funding levels based on prior year student counts rather than reduced current enrollment figures.

Applies only to the specified five-year period and does not alter existing requirements for school districts to make budget adjustments or enrollment count corrections under other statutory provisions.
