Establishes a joint study committee on county boundaries consisting of 13 members: three House representatives, three Senate members, three public members appointed by the House Speaker, three public members appointed by the Senate President, and one member appointed by the governor.

Committee must research and report on the fiscal and related impacts of changing the county boundary line between Apache County and Navajo County to create a new Sitgreaves County.

Committee shall submit findings and recommendations to the governor, Senate president, and House speaker by June 30, 2021, with a copy provided to the secretary of state.

Committee members must be knowledgeable about county boundaries and fiscal problems resulting from boundary changes; committee has authority to request state services, equipment, documents, personnel and facilities.

This section repeals on September 30, 2022.
