Amends Arizona law to expand substance use education to include electronic smoking devices alongside existing coverage of alcohol, tobacco, marijuana, opioids, and nonprescription pharmaceuticals for grades 5-12 students.

Authorizes the governor's office of youth, faith and family or the department of health services to partner with state and local education agencies and nonprofit youth development organizations to deliver annual education programs.

Appropriates $1,000,000 annually from the health education account to the department of health services for the substance use education programs.

Defines "facility-based nonprofit youth development organization" as organizations providing recreational, educational, and character-building programs for children ages 6-18.
